Are you signed up with AFS? Or is this just something you hope to do. If you have not yet paid your $$ to AFS look into Youth for understand. yfu.org. I got a scholarship to study in japan. But no matter who you go with the process is pretty much the same. It involves an application, money and talking. You willl have to fill out applications for the company, visas etc. Then you have to pay for it.

		<description>No. It is not necessarily an exchange. Many foreign exchange programs are really not an exchange at all. The only exchange that takes place is the exchange of knowledge and culture among you and your host country and family. I was an exchange student in Aug 06 in Ireland and I used CCI (Center for Cultural Interchange). It was a great experience and I think its great that you are wanting to go to Japan. My family and I have also hosted exchange students for the past 5 years, but this was not because I went to Ireland. We just enjoy welcoming students into our home and learning about other cultures. 

Nowadays there are not many programs that require you to literally exchange lives with someone. Sometimes high schools set up this sort of exchange and you live with someone abroad, and then later they live with you but this is not what you are talking about with AFS. Just do your research and plan ahead. It costs alot to be an exchange student so look into different programs.
